Ensuring access to high-quality, fit-for-purpose sports pitches is a vital part of delivering healthy, active communities. Whether you’re managing public leisure assets, developing local plans, or supporting new housing growth, a comprehensive Playing Pitch Strategy (PPS) gives you the confidence to make well-thought-out, sustainable decisions.
At FMG Consulting, we support local authorities, planning teams and developers with the data, analysis and strategic recommendations needed to plan, protect and invest in pitch provision for football, rugby union, rugby league, cricket, hockey and more. This work often extends to non-pitch sports too, such as tennis, padel tennis and netball

Services We Offer
We provide a complete range of planning and development services related to outdoor sports provision, including:
Playing pitch strategies
Comprehensive PPS delivered in partnership with local authorities that adhere to Sport England guidelines to ensure a sufficient supply of playing pitches and fields for sport and recreation. Support for both local policy and funding applications
Needs assessments
In-depth analysis of existing supply and demand as well as forecasting of future usage, population growth and sporting trends to ensure the creation of viable and sustainable pitches
Efficiency tests
Evaluating whether existing sites are delivering maximum value and identifying opportunities for investment, reconfiguration or rationalisation
Planning applications
Helping local authorities and developers evidence the need for new provision (or changes to existing provision) in line with national policy and local strategies
Our Partners
We regularly collaborate with local authorities, Sport England, national governing bodies of sport, including the Football Association, the Rugby Football Union, the England and Wales Cricket Board and England Hockey, along with housing developers.
Our work includes ensuring PPS supports wider leisure and health objectives, determining that any provision is in accordance with the National Planning Policy Framework and Sport England guidance, providing evidence for planning submissions to help deliver high-quality sustainable facilities for communities.
Our Clients
Our PPS team has delivered work for local authorities and planning bodies across the country. Recent projects include Broadland, Norwich, South Norfolk, Ashfield, Wokingham, Gateshead, Cheltenham and North Northamptonshire.
In the case of North Norfolk District Council, we worked with them on their planning application and to secure £11 million in funding from the Government’s Levelling Up fund for their Fakenham Leisure and Sports Hub. This included plans to create a full-size 3G all-weather artificial grass pitch for competitive sports.
Why FMG?
A well-crafted PPS creates opportunity, widens participation and ensures sport is part of the fabric of growing places. But it requires people who fully understand how the leisure industry works and can make sure it is viable and sustainable.
At FMG our consultants are all senior industry professionals or former leisure CEOs with extensive experience in creating comprehensive PPSs that serve the community in which they sit. Done right, a PPS provides the confidence needed to secure investment, unlock land value, meet policy obligations and create better places to live and play.
