Colchester Borough Council

FMG were engaged to develop a new greenfield site to the north of Colchester. The main task is to establish a series of facility packages and management options that provide a positive return to the Council through a mixture of community sport, commercial leisure and housing development. Our work included consultation, review of demand and supply, site capacity and analysis to develop several packages to be evaluated that meet the strategic requirements of the Council. Our work included:

• Review of the evidence of need to determine the required facility mix options
• Supply and demand analysis for the catchment area
• Key stakeholder consultation
• Site options appraisal 
• Layout and concept plans for facility packages
• Capital cost estimates
• Revenue business plans and financial affordability models
• Identification of management, funding and procurement arrangements
• Delivery plan with key milestones identified.

The facilities include a new national BMX track, learn to ride and road cycle circuit. As part of this work, we undertook a soft market testing of the packages as well as the procurement options. The facility is now open.
